The Articles of Incorporation By-Laws
and the Declaration establish a Board of
Directors to govern the Sun City Texas
community. The powers identified in the
Articles of Incorporation are given to the
Board without limitation. Inherent in
these powers are the day-to-day opera-
tions of the Community Association, as
well as the strategic direction (e.g. long-
range planning) and financial stability of
the community.
This
Sun Rays
article will spotlight some
of the long-range planning (i.e. big picture
issues) that the Board will be focusing on
over the next several months.
INSURANCE
Recently, the Board changed the Asso-
ciation’s Property Insurance policy to in-
crease the Excess Wind/Hail coverage.
This increase extends our total coverage
to cover all of our assets of $48 million.
The decision required the Board to deter-
mine whether the increased annual cost
of $36,718.50 was justified to cover the
risk of losing our major amenity buildings
in a tornado without sufficient insurance
to cover the cost to rebuild. If insurance
proceeds were insufficient to cover rebuild-
ing costs, a special assessment would be
required to cover the shortfall. By pur-
chasing additional insurance, the Board
assured owners and prospective owners
that buildings would be rebuilt.
TRANSITION
While both the CA staff and committees
have done considerable work preparing
our community for transition, the Board
will meet with the staff and committees to
identify two areas: where programs exist,
or where appropriate plans and programs
either do not exist or need further develop-
ment for transition readiness. Also, the
Board, staff and committees will identify
potential pitfalls that may not have been
addressed. While we are not in transition,
this approach to transition planning is
vitally important prior to build-out of our
community.
WATER
Water is a major issue in our community,
as well as in all of Central and South
Texas. The Board recognized the impor-
tance of this issue, so, in 2011, the Board
approved the drilling of six (6) wells onSun
City Texas property. Anticipating future
water issues, the Board formed an Irriga-
tion ConversionWorking Group to pursue
additional ideas onways to conservewater,
cut costs of water, and educate residents.
One recommendation to the Board was
a three-year program to cut costs by re-
placing potable water by drilling three
additional wells. This project was approved
by the Board and will begin this year and
continue into 2014 and 2015. With Devel-
oper approval and an interest-free loan
of $100,000 from the Developer, Sun City
Texas is undertaking forward-looking
